2月6日至10日，国际海事组织（IMO）人的因素、培训和值班分委会（HTW分委会）第9次会议在英国伦敦以线上线下相结合的形式召开，中国代表团参加了此次会议。会议重点如下：

1）完成对1995年STCW-F公约的全面审查，以完善渔船从业人员培训规定。

2）全面审查1978年STCW公约和规则，并验证了若干示范课程。

3）同意起草海员培训、发证和值班标准国际公约（STCW）规则的修正案，以防止和应对海上欺凌和骚扰，包括性侵犯和性骚扰（SASH）。

4）审查了关于缓解措施的准则草案的相关部分，以降低船舶在北极水域使用和运输重质燃料油（HFO）作为燃料的风险。

5）审议了关于使用电子证书的草案，并商定不对在HTW 8上编写的草案作任何修正。

        The 9th session of the IMO’s Sub-Committee on Human Element, Training and Watchkeeping (HTW 9) was held from 6 to 10 February 2023 and the Chinese delegation participated this session. The session tables proposals listing as follows: 

1) HTW 9 finalized its comprehensive review and update of the 1995 STCW-F Convention to improve the training provisions for seagoing fishing vessel personnel. 

2) A comprehensive review of the 1978 STCW Convention and Code was initiated, and several model courses were validated. 

3) Sub-commitee on HTW prepared draft amendments to the STCW Code on competency to prevent and respond to bullying and harassment, including sexual assault and sexual harassment (SASH).

4) HTW 9 reviewed relevant parts of the draft guidelines on mitigation measures to reduce risks of the use and the carriage for use of heavy fuel oil (HFO) as fuel by ships in Arctic waters. 

5) The draft guideline on the use of electronic certificates was considered, and it was agreed to not make any amendments to the draft prepared at HTW 8.
