9月5日，《联合国船舶司法出售国际效力公约》（又称《北京船舶司法出售公约》）签约仪式在北京举行。该公约于2022年12月经联合国第77届大会正式通过。公约旨在解决船舶司法出售跨境承认问题，确保船舶司法出售中买受人的所有权在其他缔约国得到承认，增强了相关权利的稳定性，有利于保护金融机构进行船舶融资的积极性，促进国际航运及贸易发展。来自34个国家和地区的代表出席了签约仪式，中国、瑞士、新加坡、沙特阿拉伯、利比里亚、洪都拉斯等在内的15个国家和地区成为公约的首批签约方。相关人士表示，公约的落地填补了海商领域内相关国际规则的空白，有利于降低船舶司法出售的交易成本，确保了船舶所有权等一系列权利的稳定性。

A signing ceremony for the United Nations Convention on the International Effects of Judicial Sales of Ships, also known as the Beijing Convention on the Judicial Sale of Ships, took place in Beijing on Tuesday. The document, adopted in December last year by the UN General Assembly, is aimed at solving cross-border recognition of judicial sale of ships, which helps protect the incentives of financial institutions in ship financing and promote the development of international shipping and trade. Representatives from 34 countries and regions attended the ceremony, and 15 countries and regions, including China, Switzerland, Singapore, and Saudi Arabia, became the first signatories to the convention. The convention has filled the gaps in relevant international rules in maritime commerce, which is conducive to reducing the transaction costs of the judicial sale of ships and will safeguard the stability of several rights, such as the ownership of ships.
